What is a hybrid product?
A product with multiple features subjected to multiple regulations, including electrical appliances, computer products, medical devices and toys integrated with communications modules.

Do I need type approval for my hybrid product?
Yes, if your product integrates communications modules for connecting to public networks or radio communications using frequency bands up to 420 THz.

What legislation governs hybrid product certification?
Communications and Multimedia Act (CMA) 1998 and Communication and Multimedia (Technical Standards) Regulations 2000.

Application Process

Where do I submit my type approval application?
Through the online e-ComM system at https://ecomm.sirim.my

What are the three methods of approval?
Module Approval, End Product (Host) Approval, and Complete System Approval.

What documents are required for module approval?
Product specification, test reports for wireless/telephony features, and applicable fees.

What is the processing time for evaluation and approval?
5-8 working days after sample submission.

Fees and Costs

What is the fee for end product approval?
RM 450.00 per application (excluding evaluation fees for each communication frequency band and wireless protocol. For more details, you can register at our portal.

How much does an import permit cost?
RM 20.00 per approved e-permit for registered users.

Are there additional fees for different certificate holders?
Yes, RM 300.00 per CoC for cases involving different certificate holders.

Scheme Rules

How many certification scheme rules are available?
Seven different scheme rules (Scheme Rule 1-7) depending on your product type.

Which scheme rule applies to notebooks and tablets?
Scheme Rule 3, applicable for products using multiple models of the same communication function.

What is Scheme Rule 4 used for?
Exclusively for DVB-T2 service receivers like integrated digital televisions and set-top boxes.

Testing Requirements

What testing is required for end products?
Safety, EMC, SAR, or radiation hazards testing as applicable per MCMC Technical Code.

Do I need separate testing for each wireless module?
It depends on your chosen scheme rule and whether modules already have individual type approval.

Where can I find MCMC Technical Codes?

Labelling and Marking

What is the Self-Labelling Program (SLP)?
A program allowing certificate holders to self-label their certified products with certification marks.

Where should the certification mark be placed on hybrid products?
On the end product or system based on the type approval certificate.

What information does the certification mark contain?
Certificate holder ID, manufacturer type (F for foreign, M for local), year, and running number.

Import Process

Do I need an import permit for hybrid products?
Yes, it’s mandatory under The Customs (Prohibition of Imports) Order.

Where do I apply for import permits?
Through the e-Permit system at http://epermit.dagangnet.com

Who issues Certificates of Approval for import permits?
SIRIM QAS International as the appointed Cross Border Regulatory Agency (CBRA).

What additional approvals might be needed?
Certificates from other relevant CBRAs depending on your product’s tariff classification.

Which scheme rules apply to automotive products?
Scheme Rules 2, 6, and 7 depending on your specific automotive application.
